Biography

Frank Wayland Higgins brought a combination of diligence and a reforming spirit to New York’s government, ultimately serving as governor after earlier roles in the state senate and as lieutenant governor.

He used the Mount View Cemetery community as a reminder of the public trust he cherished, welcoming the people he served with open ears and championing civil service improvements before illness cut his career short.
