Biography
Franklin Archibald Dick, a trained lawyer, answered the call to serve the Union as provost marshal for the Department of the Missouri and was widely admired for maintaining order in St. Louis during the most trying years of the Civil War.
When the war ended he returned to civilian life, where he kept rebuilding community institutions and remained a calm example of integrity and fairness for those who sought his counsel.
