Biography

Frederick Low led California through the Civil War years as governor, balancing loyalty to the Union with the practical needs of a rapidly growing state and championing fiscal responsibility and public education.

He later became United States minister to China, fostering diplomatic and commercial ties before retiring to Cypress Lawn Memorial Park, where his service and international diplomacy are remembered with reverence.
