James R. Toberman

Biography

James R. Toberman (1836–1911) served multiple terms as mayor of Los Angeles, guiding the city through careful expansion by improving its water systems, paving streets, and reinforcing municipal institutions.

After leaving office he continued to encourage civic responsibility, and he was laid to rest at Evergreen Cemetery, where his thoughtful leadership is still recalled.
