Biography
Robert Waterman, born in 1826, came to California during the Gold Rush era and built a reputation as a successful businessman before being called to public service as governor of California in 1887.
During his administration he emphasized accountability in state finances and railroad regulation, and after leaving Sacramento he remained a respected elder statesman whose brief governorship helped pave the way for a more modern state government.
