Biography
Thomas Couchman (1831–1915) was a civil servant who devoted his career to public administration and government service. Over his long tenure, he witnessed and participated in the development of Victoria's bureaucratic institutions during a period of significant colonial growth.
Couchman's dedication to his duties and his contributions to the civil service were recognized by his contemporaries. He was interred at Brighton Cemetery, where he is remembered for his years of faithful public service.
