Biography
Charles Rowan rose from Irish military service to share the charge of creating the Metropolitan Police in 1829, bringing discipline, integrity, and a calm personal presence to the new force as its first joint commissioner.
He insisted that constables be trained in courtesy and steadiness, setting standards that helped Londoners learn to trust public guardianship; his steadfast leadership is commemorated at Kensal Green Cemetery.
