Newton Diehl Baker Jr., born 1871, first charted a path through municipal law into mayoral leadership in Cleveland before joining President Woodrow Wilson's cabinet as Secretary of War. He guided the Army through the American Expeditionary Force's mobilization, creating coherent enlistment, training, and transportation systems for World War I.
