Pavel Milyukov (1859–1943) was a prominent Russian historian, politician, and statesman who played a significant role in early twentieth-century Russian politics. As a leading figure in the Constitutional Democratic Party, he advocated for liberal reforms and constitutional governance during the tumultuous years surrounding the Russian Revolution.

Following the Bolshevik Revolution, Milyukov emigrated to France, where he continued his intellectual and political activities as a leading voice of the Russian émigré community. His historical scholarship and political writings remained influential among those seeking to understand Russia's revolutionary transformation.
