Biography

Raymond P. Shafer served as governor of Pennsylvania from 1967 to 1971, championing higher education, environmental stewardship, and civil rights while striving to govern with civility during a turbulent era.

After leaving office he continued to shape thoughtful public policy, chairing the National Commission on Marijuana and Drug Abuse and mentoring future leaders, while always returning to the values of moderation and family that guided his career.
