Biography
Walter Capps was a scholar of religion and ethics at the University of California, Santa Barbara before representing the district in Congress, where he brought his belief in compassionate governance to the national stage. He often spoke about the importance of listening to one another and of creating policies that honored both moral responsibility and inclusivity.
