Biography
Francis Munroe Ramsay was a respected naval officer who served the United States Navy through the Civil War and afterward, eventually becoming Paymaster General and guiding the institution’s financial affairs with careful attention to principle. His administrative skill helped ensure that sailors received timely support and benefits during peacetime and conflict.
Throughout a long career he remained devoted to the welfare of his service members, and his retirement years were spent in reflection on the nobility of naval traditions; Arlington National Cemetery now preserves his memory among the nation’s celebrated guardians at sea.
